Paypal does not protect digital buyer?

I received an email from my readers as below.He got a problem during buying process between him and Richard Maddison, 7dollarmall owner. Payment has been settled and deducted from his account, however he cannot login to the members page. He asking me on what should he do, so Im suggested to him to open a support ticket or sent an email to support[at]the7dollarmall.com and wait a few days. However no reply received and he comes again toward me and Im asking him to open a dispute and request a refund from his paypal account. But the result as below:

Hi Zaiful (sorry, I got got your name wrong before)

I tried that but paypal do not refund on virtual products. Thanks for your concern but its one to chalk up to experience I think. It may well be a small warning you could blog on, I include their note below.

“Unfortunately, PayPal was not able to resolve the dispute between the
two parties due to the item purchased being virtual or intangible. As a
result, PayPal has taken no action on either account at this time.
However, the seller’s account has been noted for future reference.

The Buyer Complaint Policy only applies to payments for tangible,
physical goods which can be shipped, and excludes all other payments,
including but not limited to payments for intangibles, for services or
for licenses and other access to digital content. In addition, items
prohibited in the PayPal Acceptable Use Policy are ineligible for
coverage.

So, paypal actually gives a digital buyer no protection whatever.

From my experienced , I still can get a full refund for digital product that I’ve purchased if the product doesnt meet my requirement . Just requested directly from the seller and normally he/she will refund me. In above cased I dont know how to settle and all communication has been closed. Can you Help Genie?
